New Homes Program 

  Homes must be energy-efficient and all-electric. Dual fuel heat pumps and gas logs are acceptable.
  A TVA Energy Services Technician will determine a home's energy-efficiency rating using the Home Energy Rating System Software. Ratings are based on the energy-efficiency of the heat pump, insulation, windows, doors, etc.
The energy right New Homes Program allows homeowners and builders to use their choice of heating and air contractors, however heat pumps must meet TVA standards for the home to qualify. 
If possible, a homeowner or builder should contact us before construction begins in order to ensure the home will qualify for a rebate.
 

energy right New Home Rebates - New Incentives

Homes that meet the energy right standards will receive a free home inspection to ensure that your home's construction meets the energy right standards. You will also receive a $100 credit on your electric bill.

To be eligible for the rebate, the home owner or builder must complete and submit a "Request for Inspection" form for the energy right New Home Program after your home has passed the final electrical inspection. You may obtain this form at your local SVEC office or download it here.

The energy right® New Homes program New homes which meet the qualifying standards will receive a $100 credit on their electric bill

• Attic Walls (knee walls) R-19 or R 13 with R4 insulated sheathing

• Crawl Space Walls (no floor insulation) R-10 continuous insulation (2

• Doors Wood or Steel/Fiberglass insulated
• Heating/Cooling Heat pump -13 SEER/7.7 HSPF minimum, Dual Fuel 
   allowed
• Water heating Electric - energy factor of .92- 40 gal/.90- 50 gal/.86-80

• All electric Appliances Gas logs are allowed
• Duct System R-6 or greater with a tight seal (Mastic recommended)
• All joints, seams, penetrations, openings between window and door assemblies and their respective jambs and framing, and other sources of air leakage through the building envelope shall be caulked, gasketed, weatherstripped, wrapped or otherwise sealed to limit uncontrolled air movement.

New Home Plan - Lifetime Water Heater Promotion


For a limited time TVA and SVEC offer an extra $100 to customers building a new home for the installation of one lifetime warranty electric water heater in a single family new home under the energy right New Home program.

  • All eligible homes must be completed after April 1, 2007 
  • A dated receipt for the water heater and an "SVEC Request for energy right New Home Inspection Form" must be turned in. 
  • The customer will receive a $100 rebate in addition to the $100 rebate he/she receives for building an energy right home.
  • Two manufacturers, Marathon and Whirlpool, currently offer lifetime warranty electric water heaters in the marketplace.
  • All Marathon models are eligible
  • Marathon water heaters are available through a Rheem/Ruud dealer 
  • The eligible Whirlpool water heaters are the “Self Cleaning with Energy Smart Control,” 50 or 80 gallon models. These models can be purchased through Lowe’s.

  • New homes that do not have one of these water heaters but meet the minimum rating are still eligible for $100 credit on their electric bill (see above section on new home rebates). Heat Pump Financing from energy right - Limited time 6% financing for 14 SEER and above
  • The energy right® Program is offering a high efficiency heat pump financing promotion through September 15, 2010.
  • The promotional interest rate is 6%.  The promotional rate will apply to all heat pumps with a minimum of SEER 14 ( Split or Packaged) and Advanced Heat Pumps.
     
    Except for the high efficiency requirements the special promotion the guidelines for this program remain the same as for all other heat pumps. These guidelines are as follows:
  • Financing is for the installation of a new electric heat pump in an existing home in the SVEC service area
  • Heat pump MUST have a minimum SEER rating of 13 
  • Fixed, low interest rate of only 8%.
  • 10-year financing with no penalty for early pay-off.
  • Applicants must be the homeowners and have at least one year of good credit history with SVEC at the current location.
  • All manufactured homes must be on a permanent foundation and underpinned. Applicants must be the property owner.
  • A $20 non-refundable processing fee is required to be turned in with the completed application and "Agreement to Participate." form to apply for the loan. Note: applicants must now provide a copy of a valid drivers license or other official photo ID with application.
  • Upon signing of the final paperwork, a fee set by the State and based upon the amount of the loan will be charged to the applicant's account to cover the filing. The State of Tennessee requires these forms to be renewed in 5 years. At that time, the applicant's account will be charged the fee set by the State. And when the loan is paid off, the applicant's account will be charged the cost of releasing the UCC-1. (The State of Tennessee charges SVEC  for the filing, re-filing and release of the UCC-1-. SVEC then bills the applicant's account.)
  • A qualified applicant can borrow:
    1. For conventional (air source) electric heat pumps (including ductwork and installation cost), $6,500 is available for units under 3 tons. An additional $1,000 is available if an electrical upgrade or extra insulation is required to meet TVA standards. For units 3 tons and over, there is a  maximum of $10,000 which includes any electrical upgrade or weatherization needed.  
    3. For advanced heat pumps including:  high efficiency ground source (geothermal) heat pumps, variable speed compressor units  or triple function units under 3 tons, $8,500 is available; $12,000 is available for units 3 tons and over.                                               
    4. For homes requiring two units - Up to $12,000 is available. 
  • Heat pumps must be installed by a member of the Quality Contractor Network. Free estimates are available. Stop by and pick up a list at any SVEC office or click on the above link to download..
  • Electrical inspections are required at no additional cost to the customer, to assure quality installation.
  • All heat pump installations are subject to a TVA inspection before release of funds. This is free of charge to the customer and is arranged by the contractor. 
  • Payments are conveniently added to the recipient's monthly electric bill.
